Dang it SarahWarah, I wanted to answer that one. It's actually used in formal logic generally. Some people use the tilde (~) instead.

True. Well, someone at work told me it is a single quote. That it is the "true single quote" as opposed to the apostrophe button we normally use. But I'm not sure that sounds right to me.

I could tell it was one of those thoughts that was hard to paraphrase... Happens to me all the time; someone says something that makes sense, and I try to tell someone else and they look at me like I'm nuts. Like the thing about water exploding if you microwave it.
